| WHEREAS, The members of the Illinois House of |
3 |
| Representatives wish to congratulate Judge Marjan Peter |
4 |
| Staniec of Chicago who recently celebrated his 90th birthday on |
5 |
| August 1, 2004; and
|
6 |
| WHEREAS, Marjan Peter Staniec was born in Chicago in 1914 |
7 |
| to Hipolit and Mary Rulikowski Staniec; after graduating from |
8 |
| Crane Junior College, he studied law at Catholic University of |
9 |
| America in Washington D.C. (formerly Columbus University) |
10 |
| where he received his Bachelor of Laws, LL.B and LL.M., and his |
11 |
| Juris Doctor (J.D.) degree;
|
12 |
| WHEREAS, In 1976, Mr. Staniec was appointed to the bench |
13 |
| and reappointed in 1983; in July of 1993, he was reassigned to |
14 |
| the bench after he retired; his most recent term of office |
15 |
| expired in December 1996, but was extended through 1997 by |
16 |
| Supreme Court Order; he is the founder of the Ad Hoc Committee |
17 |
| on Agency Court Related Senior Citizen Issues; and he was |
18 |
| instrumental in the first-ever passage of Illinois legislative |
19 |
| resolution "Senior Citizens Bill of Rights" in 1993; and
|
20 |
| WHEREAS, Judge Staniec has held government posts in several |
21 |
| states and the District of Columbia; before his judicial |
22 |
| experience, he held positions with the United States Patent |
23 |
| Office; the United States Bureau of Foreign and Domestic |
24 |
| Commerce; he was a Social Security Administrator for Milwaukee, |
25 |
| Dearborn, Port Huron, Covington, and Chicago; was a Special |
26 |
| Assistant, Assistant Regional Director, and Regional Executive |
27 |
| Officer HEW Region Five; delegate of the White House Conference |
28 |
| on Aging; and was an Adjunct Professor at Loyola University |
29 |
| School of Law in Chicago; and
|
30 |
| WHEREAS, Judge Staniec is happily married to Mary Mildred |

| Hobbs and has five children, Wayne P., Carol Ann (Hamilton), |
