 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of Representatives wish
 3    to recognize the Uhlich Children's Home in  Chicago  for  its
 4    work  to  focus  attention  on  society's  responsibility  to
 5    dramatically  reduce the incidence of child abuse and neglect
 6    in Illinois; and

 7        WHEREAS,  With  a  coalition  of  Chicago-area  agencies,
 8    Uhlich launched the "We Care FOR Kids...We Care  ABOUT  Kids"
 9    Campaign  on  February 6, 2003; the campaign seeks to improve
10    the image of foster parenting, thereby attracting more adults
11    to  provide  nurturing  environments  for  at-risk  children;
12    remind the public that foster parents cannot undo the  trauma
13    that  foster  children  have suffered prior to coming to live
14    with them, but they can give love, support, and  guidance  as
15    the  children  adjust and grow; and promote success, rewards,
16    and achievements of Illinois' foster parents and the children
17    they raise and nurture; and

18        WHEREAS, Uhlich believes that fostering a  strong  future
19    for  today's  young people is an important priority; barriers
20    created  by  society  impede  success   in   all   areas   of
21    development;  Uhlich  works  to eradicate the inequalities in
22    the juvenile justice system  for  non-white  youth;  it  also
23    strives  to  encourage  education for all young people and to
24    provide for students to  stay  in  school  until  graduation,
25    rather than dropping out after age 16; and

26        WHEREAS,  Uhlich  continues  to prepare youth today to be
27    leaders tomorrow; Uhlich attempts to give a  voice  to  youth
28    through  STARS  (Striving  to  Achieve Realistic Success) and
29    youth-led violence prevention programs which include workshop
30    presentations, town hall meetings, and community  efforts  to
31    promote youth empowerment, health, and safety as alternatives
32    to violence; and

 1        WHEREAS,  Uhlich  places  housing  of clients leaving the
 2    child welfare system as a high priority as well as  education
 3    and protection of State services; therefore, be it

 4        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 5    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 6    we  recognize the Uhlich Children's Home for the work it does
 7    to reduce  the  incidence  of  child  abuse  and  neglect  in
 8    Illinois; and be it further

 9        RESOLVED,  That  a  suitable  copy  of this resolution be
10    presented to the Uhlich Children's Home as  a  token  of  our
11    respect and esteem.
