 1                       HOUSE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT

 3        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 4    NINETY-THIRD  GENERAL  ASSEMBLY OF THE STATE OF ILLINOIS, THE
 5    SENATE CONCURRING HEREIN, that there shall  be  submitted  to
 6    the  electors  of  the State for adoption or rejection at the
 7    general election next occurring at least 6 months  after  the
 8    adoption  of this resolution a proposition to amend Section 8
 9    of Article IV of the Illinois Constitution as follows:

10                             ARTICLE IV
11                           THE LEGISLATURE

12         (ILCON Art. IV, Sec. 8)
13    SECTION 8. PASSAGE OF BILLS
14        (a)  The enacting clause of the laws of this State  shall
15    be:  "Be  it  enacted by the People of the State of Illinois,
16    represented in the General Assembly."
17        (b)  The General Assembly shall enact laws only by  bill.
18    Except  for bills for raising revenue, bills may originate in
19    either house, but may be amended or rejected  by  the  other.
20    All bills for raising revenue shall originate in the House of
21    Representatives;  but  the  Senate may propose or concur with
22    amendments as on other bills.
23        (c)  No bill shall become a law without  the  concurrence
24    of  a  majority  of  the members elected to each house. Final
25    passage of a bill shall be by record vote. In the  Senate  at
26    the  request  of two members, and in the House at the request
27    of five members, a record vote may  be  taken  on  any  other
28    occasion. A record vote is a vote by yeas and nays entered on
29    the journal.
30        (d)  A  bill  shall  be  read by title on three different
31    days in each house. A bill and each amendment  thereto  shall
32    be  reproduced  and  placed on the desk of each member before

 1    final passage.
 2        Bills,  except  bills  for  appropriations  and  for  the
 3    codification, revision or rearrangement  of  laws,  shall  be
 4    confined to one subject. Appropriation bills shall be limited
 5    to the subject of appropriations.
 6        A   bill   expressly  amending  a  law  shall  set  forth
 7    completely the sections amended.
 8        The Speaker of  the  House  of  Representatives  and  the
 9    President of the Senate shall sign each bill that passes both
10    houses  to  certify  that  the  procedural  requirements  for
11    passage have been met.

13                              SCHEDULE
14        This  Constitutional  Amendment  takes  effect upon being
15    declared adopted in accordance with Section 7 of the Illinois
16    Constitutional Amendment Act.
