Be it enacted by the People of the State of Illinois, represented in the General Assembly:

    Section 1.  The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Department of Human Rights & Human Rights Commission for the objects and purposes hereinafter enumerated:
