1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Articulation Initiative Act is
5amended by changing Sections 15, 20, and 25 as follows:
 
6    (110 ILCS 152/15)
7    Sec. 15. Participation. All public institutions shall
8participate in the Illinois Articulation Initiative through
9submission and review of their courses for statewide transfer.
10All public institutions shall maintain a complete Illinois
11Articulation Initiative General Education Core Curriculum
12package, and all public institutions shall submit and maintain
13up to 4 core courses in each of the an Illinois Articulation
14Initiative majors major, provided the public institution has
15equivalent majors and courses. All public institutions shall
16provide faculty, as appointed by the Board of Higher Education
17for public universities and the Illinois Community College
18Board for public community colleges, to serve on panels in the
19review of courses.

22    Sec. 20. Course transferability.

1    (a) All courses approved for Illinois Articulation
2Initiative General Education codes must be transferable as a
3part of the General Education Core Curriculum package,
4consistent with the specific requirements of the package.
5Illinois Articulation Initiative General Education courses
6taken during the public health emergency declared by
7proclamation of the Governor due to the COVID-19 pandemic
8during calendar year 2020 must be transferable for students
9receiving a grade of "pass", "credit", or "satisfactory" and
10shall fulfill the prerequisite requirements for advanced
11courses.
12    (a-5) All public institutions' institutions shall
13determine if Illinois Articulation Initiative major courses
14must be transferable as are direct course equivalents or are
15elective credit toward the requirements of the major. If the
16receiving institution does not offer the course or does not
17offer it at the lower-division level, the student shall
18receive elective lower-division major credit toward the
19requirements of the major for the course and may be required to
20take the course at the upper-division level.
21    (b) Students receiving the full General Education Core
22Curriculum package must not be required to take additional
23lower-division general education courses.

1    Sec. 25. Board of Higher Education and the Illinois
2Community College Board duties.
3    (a) The Board of Higher Education and the Illinois
4Community College Board shall co-manage the implementation,
5oversight, and evaluation of the Illinois Articulation
6Initiative, including determining when panels must be
7discontinued or convened and the specific requirements of the
8General Education Core Curriculum. Panels must be convened
9across the fields of General Education, Communications,
10Humanities and Fine Arts, Life Sciences, Physical Sciences,
11Social and Behavioral Sciences, Mathematics, Elementary and
12Secondary Education, and other fields as determined by the
13Board of Higher Education and the Illinois Community College
14Board.
15    (b) The Board of Higher Education and the Illinois
16Community College Board shall provide a joint report on an
17annual basis to the General Assembly, the Governor, and the
18Illinois P-20 Council on the status of the Illinois
19Articulation Initiative and the implementation of this Act.
