SENATE RESOLUTION

 
2    WHEREAS, All young people deserve to be healthy, have
3access to care, and thrive; and
 
4    WHEREAS, For over 35 years, school-based health centers
5have provided primary care in or near schools across Illinois;
6and
 
7    WHEREAS, There are currently 66 school-based health
8centers in the State of Illinois, reaching over 50,000 children
9and adolescents; and
 
10    WHEREAS, School-based health centers are a critical safety
11net program, with over 85% of users enrolled in Medicaid or
12uninsured; and
 
13    WHEREAS, School-based health centers provide comprehensive
14services, including physical exams, acute and well care visits,
15immunizations, behavioral health counseling, chronic disease
16management, vision and oral healthcare, and nutrition
17education; and
 
18    WHEREAS, Behavioral health providers are able to address
19students' trauma and chronic stress, champion substance use
20prevention, and provide counseling in school, where students

1spend the majority of their time; and
 
2    WHEREAS, School-based health centers not only improve
3health outcomes but also increase academic performance and
4reduce school dropout rates; and
 
5    WHEREAS, School-based health centers contain healthcare
6costs by eliminating access barriers, reducing emergency
7department visits, and managing chronic health conditions;
8therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we support the 66
11school-based health centers as vital providers of
12comprehensive healthcare for Illinois' children and
13adolescents; and be it further
 
14    RESOLVED, That we declare February 2019 as "School-Based
15Healthcare Awareness Month" and encourage all Illinoisans to
16join in this observance.
