Amends the Property Tax Code. Provides that the notice of judgment and sale shall also be sent by first class mail (currently, registered or certified mail only). Provides that, if any notice is returned as undeliverable and includes an updated mailing address, the county collector shall mail a second notice to the new address. Provides that the collector shall collect $30 (currently, $10) from each tax purchaser prior to the issuance of any certificate of purchase to cover the costs of mailing. Effective January 1, 2021.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Property Tax Code is amended by changing |
5 | | Section 21-135 as follows:

7 | | Sec. 21-135. Mailed notice of application for judgment and |
8 | | sale. Not less
than 15 days before the date of application for |
9 | | judgment and sale of delinquent
properties, the county |
10 | | collector shall mail, by registered or certified mail and by |
11 | | first class mail , a
notice of the forthcoming application for |
12 | | judgment and sale to the person shown
by the current |
13 | | collector's warrant book to be the party in whose name the |
14 | | taxes
were last assessed or to the current owner of record and, |
15 | | if applicable, to the party specified under Section
15-170. The |
16 | | notice shall include the intended dates of application for |
17 | | judgment
and sale and commencement of the sale, and a |
18 | | description of the properties. If any notice is returned as |
19 | | undeliverable and includes an updated mailing address, the |
20 | | county collector shall mail a second notice to the new address |
21 | | by registered or certified mail and by first class mail. The |
