    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Requires the governing board of each public university and community college district to make feminine hygiene products available, at no cost to students, in the bathrooms of facilities or portions of facilities that (i) are owned or leased by the board or over which the board has care, custody, and control and (ii) are used for student instruction or administrative purposes. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Availability of feminine hygiene products.
8    (a) In this Section, "feminine hygiene products" means
9tampons and sanitary napkins for use in connection with the
10menstrual cycle.
11    (b) The Board of Trustees shall make feminine hygiene
12products available, at no cost to students, in the bathrooms of
13facilities or portions of facilities that (i) are owned or
14leased by the Board or over which the Board has care, custody,
15and control and (ii) are used for student instruction or
16administrative purposes.
 
17    Section 10. The Southern Illinois University Management
18Act is amended by adding Section 100 as follows:
 
19    (110 ILCS 520/100 new)
20    Sec. 100. Availability of feminine hygiene products.

22    Section 20. The Eastern Illinois University Law is amended

8menstrual cycle.
9    (b) The Board shall make feminine hygiene products

11facilities or portions of facilities that (i) are owned or
12leased by the Board or over which the Board has care, custody,
13and control and (ii) are used for student instruction or
14administrative purposes.
 
15    Section 35. The Northeastern Illinois University Law is
16amended by adding Section 25-210 as follows:

15facilities or portions of facilities that (i) are owned or
16leased by the Board or over which the Board has care, custody,
17and control and (ii) are used for student instruction or
18administrative purposes.
 
19    Section 45. The Western Illinois University Law is amended
20by adding Section 35-215 as follows:

14    (a) In this Section, "feminine hygiene products" means
15tampons and sanitary napkins for use in connection with the
16menstrual cycle.
17    (b) Each board shall make feminine hygiene products
18available, at no cost to students, in the bathrooms of
19facilities or portions of facilities that (i) are owned or
20leased by the board or over which the board has care, custody,
21and control and (ii) are used for student instruction or
22administrative purposes.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
