    Amends the Illinois Vehicle Code. Provides that special event plates in commemoration of this State's bicentennial shall be valid for the calendar year 2018. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-808 as follows:
 
6    (625 ILCS 5/3-808)  (from Ch. 95 1/2, par. 3-808)
7    Sec. 3-808. Governmental and charitable vehicles;
8Registration fees.
9    (a) A registration fee of $10 per 2 year registration
10period shall be paid by the owner in the following cases:
11        1. Vehicles operated exclusively as a school bus for
12    school purposes by any school district or any religious or
13    denominational institution, except that such a school bus
14    may be used by such a religious or denominational
15    institution for the transportation of persons to or from
16    any of its official activities.
17        2. Vehicles operated exclusively in a high school
18    driver training program by any school district or school
19    operated by a religious institution.
20        3. Rescue squad vehicles which are owned and operated
21    by a corporation or association organized and operated not
22    for profit for the purpose of conducting such rescue
23    operations.

1        4. Vehicles, used exclusively as school buses for any
2    school district, which are neither owned nor operated by
3    such district.
4        5. Charitable vehicles.
5    (b) Annual vehicle registration plates shall be issued, at
6no charge, to the following:
7        1. Medical transport vehicles owned and operated by the
8    State of Illinois or by any State agency financed by funds
9    appropriated by the General Assembly.
10        2. Medical transport vehicles operated by or for any
11    county, township or municipal corporation.
12    (c) Ceremonial plates. Upon payment of a registration fee
13of $98 per 2-year registration period, the Secretary of State
14shall issue registration plates to vehicles operated
15exclusively for ceremonial purposes by any not-for-profit
16veterans', fraternal, or civic organization. The Secretary of
17State may prescribe that ceremonial vehicle registration
18plates be issued for an indefinite term, that term to
19correspond to the term of registration plates issued generally,
20as provided in Section 3-414.1.
21    All of the proceeds of the additional fees imposed by this
22amendatory Act of the 96th General Assembly shall be deposited
23into the Capital Projects Fund.
24    (d) In any event, any vehicle registered under this Section
25used or operated for purposes other than those herein
26prescribed shall be subject to revocation, and in that event,

1the owner may be required to properly register such vehicle
2under the provisions of this Code.
3    (e) As a prerequisite to registration under this Section,
4the Secretary of State may require the vehicle owners listed in
5subsection (a) of this Section who are exempt from federal
6income taxation under subsection (c) of Section 501 of the
7Internal Revenue Code of 1986, as now or hereafter amended, to
8submit to him a determination letter, ruling or other written
9evidence of tax exempt status issued by the Internal Revenue
10Service. The Secretary may accept a certified copy of the
11document issued by the Internal Revenue Service as evidence of
12the exemption. The Secretary may require documentation of
13eligibility under this Section to accompany an application for
14registration.
15    (f) Special event plates. The Secretary of State may issue
16registration plates in recognition or commemoration of special
17events which promote the interests of Illinois citizens. These
18plates shall be valid for no more than 60 days prior to the
19date of expiration, except special event plates issued in
20commemoration of this State's bicentennial shall be valid
21during calendar year 2018. The Secretary shall require the
22applicant for such plates to pay for the costs of furnishing
23the plates.
24    Beginning July 1, 1991, all special event plates shall be
25recorded in the Secretary of State's files for immediate
26identification.

1    The Secretary of State, upon issuing a new series of
2special event plates, shall notify all law enforcement
3officials of the design and other special features of the
4special plate series.
5    All special event plates shall indicate, in the lower right
6corner, the date of expiration in characters no less than 1/2
7inch high.

9    Section 99. Effective date. This Act takes effect upon
10becoming law.
